Analogue Wholesale Line Rental (WLR) Services
Stop Sell:
- From 5th September 2023, Openreach won't accept new WLR line orders, including new ADSL or FTTC broadband additions or transfers.
- Existing WLR services remain operational.
Switch Off:
- By 2025, the WLR will be discontinued, signaling the end of PSTN and ISDN systems.
- Openreach will impose restrictions to transition customers to modern communication technologies.
FAQs
Openreach is phasing out the UK's century-old copper-based network due to aging infrastructure and diminishing resources. The aim is a nationwide digital upgrade, benefiting nearly everyone.
Openreach's WLR and PSTN switch-off, set for December 2025, will end traditional telephony. This encompasses analogue lines like PSTN, digital lines such as ISDN2 and ISDN30, and connections dependent on the old copper network, primarily ADSL and FTTC broadband.
From 5 September 2023, Openreach will stop accepting new WLR line orders. This restriction includes adding new ADSL or FTTC broadband services to existing analogue lines and like-for-like transfers, though current WLR services will still operate. However, there are a few exceptions to Openreach's rule.
In August 2023, shortly before the deadline, Openreach introduced an update to the WLR Withdrawal programme. In regions where neither FTTP nor SOGEA is accessible (about 5% of the UK) ADSL via a WLR PSTN line will be available until 28th March 2024. This extension aims to provide Internet Service Providers more time to adapt to Openreach's new SoTAP/SoADSL offering, which pairs a copper line with an ADSL signal, similar to how SoGEA pairs with FTTC for broadband.
